Memory usage error with Photoshop

I use Photoshop along with space photos of about 650mb & I am getting error that there is not enough memory. I have 2gb of ram in my computer. So why I am getting this error? I should be able to swap even larger pictures than my memory size cause & this is just 700mb image? Is the image hardcapped by something? Please help

What settings do you have for your photoshop memory usage in its preference?

Do you know what is the format of the image? File size is not a good indicator as how much ram is required to view it cause many images have some sort of internal compression ways....

Memory assigned to photoshop settings is 6824mb & I am using TGA/TIFF format.
