Firewall close TCP port without explanation (during browsing web) under Windows

I dont know what's going wrong with Windows XP firewall (SP2) in my case. If i keep Windows Firewall disabled than Wireshark can see my browser i.e. is Firefox sending SYN packets in quick succession to my web server. I dont have any issue while browsing but as soon as in enable firewall, some SYN-ACK packets starts dropping and TCP port connection gets closed before receiving SYN-ACK packet because of which my web server turns inaccessible sometimes. I am just running out of ideas as i am not able to make out exact cause of this issue. I have gone through some sites where similar issue has been addressed but i haven't come across any effective solution yet. So any help regarding this issue will be appreciated.

is this happening to just one computer or any computer running win fwall is having the issue? are there any filtering rules configured on the win-fwall?
