544 useraccountcontrol account enabled, password not required??

Incase there is any users with a 544, then does it really matters that they do not need passwords? Does this really mean that they have rights to over ride domain policy? Can anyone tell me whether this is a migration or an artifact or a script? I am able to see a password last set date and it is past the account creation date, but usually way older than the domain password age rule? Also, there are sometimes when I am not able to see the last logon timestamp. Any ideas?

You can try to use the UserAccountControl flags to manipulate user account properties, check for some more information over here - http://support.microsoft.com/kb/305144
