Force screensaver, timeout and password protect

I've messed with this a bit and one problem is setting a default screensaver
and then allowing the user to change their screensaver, but not be able to
disable the screen saver, or change the time to a longer duration, and
prevent them from removing the password checkbox. It seems I can have parts
of this but not all.

If you have a suggestion please let me know.

Thanks!
-Bob
