Event 1126 Active Directory unable to establish connection with global catalog.

The GC that we were using died some time back and I am trying to make another server the GC. However, I kind of getting the message that the global catalog is down. If I am going into Sites and Services, the proper server does have global catalog checked under NTDS settings. The sysvol login share that I am using is working fine. SRV6 is the replacement server and SRV5 is the dead one. Below is the results of dcdiag:

I think that you will need to properly check how to remove data in Active Directory after an unsuccessful domain controller demotion. Simply, follow the steps given in this link - http://support.microsoft.com/kb/216498
