Windows cannot complete the password change for USERNAME because:

I get the error message that is written in the Active Directory Users and Groups snap-in if I am trying to reset a password or add users. It is after demoting one of my 2 AD servers. I am using Windows 2003 R2 on both btw. The demotion looks to complete properly, byt even since I have been getting that error. I have already checked the FSMO settings and used the DCdiag and NETDiag tools to check for errors and warnings. I havent seen anything to be alarmed. I have ran the adsiedit.msc and noticed the settings for trust and site information and have also ran the AD sites and services and verified there was no old server info in the NTDS settings, etc. I dont know what next to do, so can anyone please help? Thanks.

Did you try to move the FSMO roles to the running DC before demoting the old one and did you made it a Global catalog? Let us know about it in your next reply.
