Group policy for Internet Explorer Proxy settings not being applied.

There are some computers on our domain that are not applying the policy for Internet Explorer Proxy Settings. The clients are typically Windows XP with SErvice Pack 2 and the domain controllers are Windows 2003 R2 with service pack 2 with the following Policy settings:

User Configuration (Enabled)
Policies
Windows Settings
Internet Explorer Maintenance
Connection/Proxy Settings

Enable proxy settings
Protocol Server Port
HTTP proxy 8080
Secure proxy 8080
FTP proxy 8080
Gopher proxy 8080
Socks proxy 8080

If you are running gpresult /v or mmc/RSOP, then the proper policies and settings appear. If I am logging on as the affected user on different pc's, it works properly on some PC's (gpupdate /force updates settings) and on some pc's it does not.
