Change User Default Keyboard language using GPO

Can anyone tell me how to change user default keyboard language using GPO? I was trying to create an Adm files that can change the language for one user, it works properly, but on the logon screen the language is always by default. In short, I want to change by GPO what I do when manually change this registery key on a local machine.

HKEY_CURRENT_USER\Keyboard Layout\Preload\1 with the right value according the language selected. Thanks for any help.

There seems to some sort of mistake in the registry key, you have to use the below one I think:

HKEY_USERS\.DEFAULT\Keyboard Layout\Preload

I did try to create an adm file but that isnt working, check the below for instance:
