syatem state restoring error

our dc crashes and not going to safe mode ,safe mode with command prompt,
(server 2003 standard r2 sp2) after i installed os freshly and activated .
then restored system state backup after restart
I get the login prompt after login then a windows product activation
window "This copy of windows must be activated with Micorsoft before you can
continue. You cannot log on until you activate Windows. Do you want to
activate Windows now?"
"To shut down the computer, click Cancel"
"Yes" No" or "Cancel"

When I click on yes, It says saving settings and goes back to the login
prompt. no activation menu is coming

No and cancel do the same.
