You can try to enable user environment debug logging in retail builds of Windows, just follow the link over here - http://support.microsoft.com/kb/221833 |

I think that GPO needs to be linked to the OU where the traget user accounts reside and also the users need to have Read and Apply Group Ploicy permissions to the GPO. |
