GPP Vista Power Scheme Not Showing - RSAT GPMC Vista SP2

I noticed that for the most part the XP Power Scheme and Power options are
working great with the XP clients we have. However the XP Scheme and Power
options do not work with our Vista machines. All machines in the domain have
had the CSE update applied via WSUS.

I know on my Windows 7 machine at home and on 2008 Servers I have used with
RSAT in the past gave me the option for creating a Vista Power Scheme and
Power Options but on my Vista SP2 machine at work I do not get the option to
create a Vista setting in there.

Is there some update missing or some feature not turning on? All the other
GPPs are showing fine so far.
