I want to add Windows 2008 DC in my Windows 2003 domain and I get a message that tells me that a DNS delegation for the DNS server cannot be created and I should manually make a DNS delegation to the DNS server to make sure reliable name resolution. Can I ignore this message and click on continue, will there be any problems? Thanks.

Can you tell us which account are you using and of which groups is it member? It looks like the account that you are using doesnt have the "Delegation priviledge". You need to ensure the account has this User right assignment "Enable Computer and User Accounts to be trusted for Delegation". You can also check the below link for 2008 DC:

It seems to me that you are trying to create a child domain which is different from an additional DC for an existing domain. You will need to specify in details what exactly you are trying to do? Is it a new domain or a new child domain or additional DC or something else?

There is full admin rights with the account that I am using. It is a domain admin, schema admin and enterprise admin. I am just trying to add an additional DC to single domain or forest environment.

The DC that you want to add to your existing Domain, you need to go to the NIC properties and point the preferred DNS server to the existing DC, assuming that the existing DC is also a DNS server, the previous link that was posted shows that configuration in the additional DC to be added.
