How can users update their own personal info in Active Directory?

We would like either each user or each department's administrative assistant
to have the ability to update their own office locations, e-mail addresses
and telephone numbers using the "Find People" entry box in XP without making
them domain admins.
It is a Windows 2003 domain and we do not have an Exchange server on our
domain.

How can this be done?

Make sure that NT AUTHORITY\SELF principal has WRITE PROPERTY permissions to
the Active Directory attributes of user accounts you want to be modifiable
by their owners...

That is what the SELF authority is for. Check what attributes users need
to change on their user objects in AD and grant the SELF authority
appropriate rights to those.

Make sure you restrict those permissions to only the attributes users
really need to update themselves.

It looks like it will work.
There is still one problem. It is buried so deeply in the XP menu, that it
will incovenient and difficult to find for many novice users who will have a
problem simply finding the Search link the Start menu.
Is there some way to link directly to it and view the contents in an easier
to read and access interface?

Again, we do not have an Exchange server on our domain, so we cannot view
this information through the user's properties in Outlook.
It would be great if it could be directly linked to or open in a web browser.
