Auto Restrict Login

Greetings!!

I have windows 2003 server, and have created domain.

I want to give user security in such a way that if user does not log on with
his user id in 3 consecutive days, his id should be blocked / deactivate /
expire, until its re-activate by system administrator.

Hope to have a kind help.

-Defining user expiration date is enough?
-Can you explain why you need that a given user is only allowed 3
consecutive days?
