joining domain RPC server unavailable

have a vista business with sp1 (Just installed)

I get an error that the RPC server is unavailable when i try to Join the pc
to the domain.

Things I have tried:

Reset the Ipstack
Checked dns on the server nslookup ect= no errors
Static Ip on the client with dns pointing to server
dynamic via dhcp from the DC= all is correct
Tried wired and wireless cards
mapped drives to server dns again seems to be good.
Computer object is created when i attempt to add computer to the domain
A record for computer is present in dns

Both RPC & RPC locator services are running on both server and vista client

Another thing I have noticed is that the netlogon service on the client will
not
start. Is this normal?

I have run out of ideas on this please help.

The NETLOGON service must be started to be able to authenticate with the
domain controller.

What error appears on the event viewer when you try to start this service?
